Tom loses his job in the city and moves the Fletcher family to the town of Summer Bay. Pippa was placed sixth in TV Week's list of the "Top 10 Aussie TV mums". They wrote that the character was "kind-hearted", but had "more than her share of grief". Actress Vanessa Downing originated the role and made her debut during the pilot episode broadcast on 17 January 1988.
She made her screen debut in the episode broadcast on 4 June 2004. The character was played by twelve young actors, including Chloe Marshall who took over the role in 2007. Pippa then gives birth to a son, Christopher (Ashleigh Bell-Weir) and a christening is held. When Tom suffers a heart attack and is hospitalized for several weeks, Pippa begins to feel the strain. Coral visits and offers to help out physically and financially. It soon emerges that Coral is shoplifting and she tells Pippa she misses the standard of living prior to Bert's retirement.
Home and Away and the death of Tom Fletcher
Frank has been played by actors Bradley Pilato and Michael Scilusa during flashback sequences. Pippa is the daughter of Bert (Kevin Healy; Peter Collingwood) and Coral King . Pippa married her brother Danny's army mate Tom Fletcher in 1969 and they foster Frank Morgan in 1978 after his parents Les and Helena are incapable of looking after him. As time passes they take in more children from various homes and institutions; Carly Morris , Lynn Davenport , Sally Keating and Steven Matheson . Tom is retrenched in early 1988 and the family leave the city and relocate to Summer Bay and buy the local Caravan Park from Alf Stewart . Local troublemaker Bobby Simpson causes problems for the family by picking fights with Carly.
Eamonn McCusker of The Digital Fix said that Frank was a "decent-but-dim sort of man". He thought that Frank made a habit of walking down the aisle. McCusker also opined that the serial's romances were "relatively straightforward affairs"; but thought all that changed with the Frank/Roo/Bobby storyline. A columnist from TV Life said that Papps was the "resident heart-throb" and Frank did not have a problem free life and was much "better at guitar than academic work".
Summer Bay
Despite resistance from Sally and Michael's son Haydn , Pippa and Michael marry. Frank decides to move in with Narelle Smart (Amanda Newman-Phillips) to have time away from the Fletcher home. Frank realises that he likes Bobby when she spends time with Alan and Brett. While working for the Macklins, Stacey is annoyed when he accuses Brett of theft and gets Frank demoted and replaces him with Tom. Frank tells Bobby who kisses him and they start a relationship. Bobby is later injured during a robbery and loses her memory.
He picks Bobby up from school wearing a tuxedo in a Rolls-Royce and takes her to a picnic in the woods. They later face problems and Frank takes Bobby to his childhood home and he explains to her about how important marriage is to him. In the episode Frank also has flashbacks of his childhood; in which he was played by Michael Scilusa. Dickson told J Clayden that everyone wants her character to attend University and "Bobby knows that getting married isn't the right thing to do [...] but she doesn't want to lose Frank." Casting
When Tom recovers and returns home, He accuses Pippa of having an affair with local shark Hunter Zac Burgess and their marriage undergoes a testing time but they manage to put it behind them. Pippa is left devastated when Tom suffers a second heart attack and dies. Michael Ross arrives in Summer Bay several months later and Pippa is clearly attracted to him but feels guilty as Tom has only been dead a few months.
Roo returns to Summer Bay, hiding the fact that she is pregnant. Roo schemes to get Frank to sleep with her and Alf to catch them in bed together. Roo later announces that she is pregnant by Frank, and Alf believes her as he caught them having sex. Floss McPhee has a vision that Bobby causes a car crash which kills Frank. When he buys a car with a similar registration number, Bobby vandalises it. Tom then buys him a new vehicle with another similar registration.
Paramedics try to revive him but Tom dies, leaving the family devastated. He made his first screen appearance in the pilot episode broadcast on 17 January 1988. The character departed on 30 April 1990, but reappeared briefly in 2008 as a ghost in Sally Fletcher's near-death experience following her second stabbing. A writer from Inside Soap included Frank and Roo's "shotgun wedding" in their "great moments in soap" feature.
Tom makes an enemy of neighbourDonald Fisher after he and Pippa foster local tearawayBobby Simpson. Tom has a small stroke of luck when Mervin Baldivis is able to put a good work in for him working on the road gang for Sam Barlow. Shortly after the Fletchers arrive, Tom and Pippa purchase Summer Bay House and the Caravan Park fromAlf Stewart, who had lived there with his late wife,Martha, and their daughter,Roo. They quickly make friends in the community including park tenants Floss and Neville McPhee and local shopkeeper Ailsa Hogan. When Sally married Flynn Saunders, she knew she couldn’t have children naturally because of her battle with ovarian cancer previously. She had all sorts of drama during her time in Summer Bay but one of the most controversial storylines, was her developing feelings for Steven Matheson.
In 2000, Papps filmed a guest appearance as Frank, which sees him attend the wedding of his foster sister, Sally. Papps returned once again in 2002 as part of a special fourteenth anniversary storyline. When Frank returns he reveals that when he finished traveling, he had decided to settle down in Sydney "living a quiet life". He said that he enjoyed writing for the character of Roo, who was reintroduced into the series.
Christopher "Chris" Daniel Fletcher is the son of Tom Fletcher and Pippa Ross. He's the adoptive son of Michael Ross and the stepson of Ian Routledge. He's also the adoptive father of Sally Fletcher and the adoptive grandfather of Pippa Saunders. Home and Away icon Sally Fletcher was only small when she arrived in Summer Bay with her foster parents .
Sally decides to show Pippa some of her favourite places like the beach, the high school and the house they lived in together. Leah gives birth to a girl, who Sally and Flynn name Philippa or "Pippa" after Sally's adoptive mother, Pippa Ross. Pippa befriends Darcy Callahan (Alea O'Shea), after they meet on the beach.
Work soon begins to take its toll on Tom and he collapses following a stroke and is hospitalised for a number of weeks. Following his recovery, Tom and Pippa's marriage faces a testing time in the next year when Zac Burgess a shark hunter makes a play for Pippa and rumours of an affair are spread around. However, Zac is driven out of town after his behaviour is exposed and Tom and Pippa reconcile. While driving back from a football game with Bobby, Steven and Sophie Simpson , Tom suffers a second stroke and crashes the car.

Frank is attracted to Roo and tells Alf that he had been helping Roo with her school work. Alf gives him the job alongside helping Roo with her studies. Frank is not good with school work so he pays his foster brother, Steven to do it for him. They begin dating, but Alf becomes angry with Frank for convincing Roo to skip school. His inspiration developed after witnessing a foster home being built in a remote town in New South Wales and the locals opposing the idea of "degenerate kids running riot".
